Ministry Dashboard — National crop intelligence platform. Now enrolling government pilots.

Why This Platform Exists

Our team has been working on the ground with the One Planet Education Network (OPEN) for years, delivering hands-on agricultural education to communities worldwide — long before Cognosense AI, LLC was even formed.

During this work across multiple countries, we witnessed a consistent pattern: extension officers stretched impossibly thin, crop disease alerts arriving weeks too late, and decades of invaluable field knowledge disappearing when experienced officers retired. Meanwhile, generic conversational tools were offering farmers unverified, context-free advice — encouraging dependency rather than diagnostic skill.

We formed Cognosense AI, LLC specifically to address this crisis. We built Rowan Guardian to be a Socratic Digital Mentor — a structured diagnostic tool that empowers officers and farmers to think through crop problems systematically, using verified local data, rather than outsourcing their judgment to a screen.

This is a brand-new software launch. We are currently enrolling our first government pilots. We are starting small, building deep trust, and working with every ministry as true partners.

The Challenges Your Ministry Faces

These are systemic, structural challenges that technology alone cannot solve — but the right tools, deployed correctly, can dramatically improve outcomes.

📊

Scattered Data, No Unified View

Crop health data lives in disconnected silos — paper field reports, regional spreadsheets, donor project databases, and satellite feeds that never reach field officers. Your ministry has the data. It's just not connected.

Late Alerts, Reactive Response

Pest and disease outbreaks are typically detected after significant damage has already occurred. By the time field reports reach headquarters and response is coordinated, the window for effective intervention has closed.

👤

Extension Officer Shortage

The FAO recommends a ratio of 1 extension officer per 400 farming families. The reality in most developing countries is closer to 1:3,000 or worse. Your officers are dedicated professionals — they simply cannot cover the territory.

📚

Knowledge Loss on Retirement

When experienced extension officers retire, decades of local expertise — which crop varieties work in specific microclimates, which pest patterns repeat seasonally, which soil amendments have proven effective — walk out the door with them.

Designed So One Officer Can Cover the Territory of Three

Rowan Guardian doesn't replace your extension officers. It makes every officer dramatically more effective — with structured mobile tools built for the realities of field work.

📱

Mobile Field Reporting

Officers submit structured diagnostic reports from any smartphone. Photo evidence, GPS coordinates, and crop condition data captured in a single workflow.

📍

GPS Visit Tracking

Every farm visit is GPS-stamped and logged. Ministry supervisors see real-time officer coverage maps and visit frequency analytics per district.

🔬

Structured Diagnostics

Rowan's 6-Stage Think First Protocol™ guides officers through systematic crop problem diagnosis — ensuring consistent, evidence-based assessments across your entire service.

📶

Offline-First Design

Full functionality without internet — powered by our connectivity partner NightJar. Data syncs automatically when connectivity returns. Built for low-bandwidth, rural, and remote deployment areas.

What Your Ministry Sees

A unified national crop intelligence platform — built for decision-makers who need clarity, not more dashboards.

Rowan Guardian Ministry Dashboard with regional monitoring, NDVI overlays, and early warning system

Ministry Dashboard — Regional heatmaps, early warning alerts, and farmer registration in a single view.

  • Regional Monitoring with Heatmaps
Visualize crop health, pest prevalence, and officer coverage across every district and parish.
  • NDVI Satellite Overlays
Normalized Difference Vegetation Index data layered with ground-truth sensor readings for verified assessment.
  • Farmer Registration & Onboarding
Digital registry of farming households with crop types, acreage, and contact information for targeted support.
  • Early Warning System
Automated pest and disease outbreak detection — flagged when pattern data from multiple parishes converge.
  • Resource Forecasting
Predict fertilizer, seed, and intervention supply needs based on regional crop condition trends and seasonal models.

The 6 Stages of the Think First Protocol™

Every diagnostic analysis — whether from an extension officer in the field or a ministry analyst at headquarters — runs through our strict 6-stage reasoning engine before any recommendation is issued.

1

The Framing Brief

Defines the diagnostic objective: which crop, which region, what symptoms, and what data sources are available. Constrains the inquiry before reasoning begins.

🧠 Skill: Precise Problem Scoping
2

Context Fusion

Merges field sensor data (soil moisture, pH, temperature), NDVI satellite imagery, meteorological alerts, and regional crop history into a unified diagnostic payload.

📡 Skill: Multi-Source Data Integration
3

Assumption Hunting (The Pre-Mortem)

Actively hunts for hidden biases — is the sensor calibrated? Is the rainfall data from the correct station? Are we assuming the crop variety is what the farmer reported?

🔎 Skill: Critical Evaluation & Bias Detection
4

Multi-Angle Analysis (The Red Team)

Forces the diagnostic engine to consider competing explanations. "What if the wilting isn't drought stress but root nematode damage?" Officers learn to challenge their first hypothesis.

⚔️ Skill: Adversarial Hypothesis Testing
5

Falsification Check

Cross-references the diagnosis against a local knowledge base built from FAO technical manuals, national agricultural research institutes, and university extension data — to prove why the conclusion might be wrong.

🧪 Skill: Falsification & Evidence Testing
6

Synthesis & Decision (The Confidence Statement)

Produces a final, evidence-tagged diagnostic report with a mathematically verified confidence score — putting the decision back in the hands of the officer and the farmer.

📊 Skill: Evidence Synthesis & Confidence Assessment
🔬 Field Diagnostic — Report #047 June 12 · Officer: M. Campbell · Parish: St. Elizabeth
Field Observation
"Scotch bonnet pepper plants in Block 3 showing widespread leaf curl and mosaic patterns. 60% of plants affected across 2 acres."
Stage 2 · Context Fusion
Sensor data: Soil temp 29°C · pH 6.4 · Rainfall: 12mm last 7 days · NDVI: 0.38 (declining) · Adjacent blocks: unaffected.
Stage 3 · Assumption Hunt
⚠️ Whitefly population not surveyed in 3 weeks. Rainfall station 8km from site — microclimate may differ. Farmer reports transplanting from community nursery.
Stage 4 · Red Team
Rowan asks: "If this were nutrient deficiency, we'd expect uniform yellowing — not mosaic. The leaf curl + mosaic + nursery transplant origin pattern suggests a viral vector. Has the whitefly trap count been checked this month?"
Stage 6 · Synthesis
Fact Mosaic + leaf curl + nursery source = consistent with Pepper Yellow Leaf Curl Virus (PeYLCV).
Action Urgent: isolate affected block, survey whitefly population, alert adjacent parishes.
Confidence: 87%

Generic tools would have said "looks like a virus" and stopped there.
Rowan walks the officer through a systematic diagnostic process — building institutional knowledge with every field visit.

Your Data. Your Borders. Your Control.

Agricultural data is a national security asset. Rowan Guardian offers three deployment models — each designed to ensure your ministry maintains complete sovereignty over citizen data.

Questions Your Stakeholders Will Ask

These are the questions that ministers, permanent secretaries, and donor agencies ask — and our honest answers.

No. Absolutely not. Rowan Guardian is a force multiplier for your existing extension service. It gives each officer structured diagnostic tools, mobile field reporting, and GPS-tracked visit logs — enabling one officer to effectively cover the territory that previously required three. The human officer remains the decision-maker. Rowan provides the structured reasoning process and data infrastructure to make their decisions faster and more evidence-based.

No — and this is the core design principle. Rowan uses the Socratic method: it never gives a farmer a direct answer. Instead, it asks them to observe their crop, check their soil, and form a hypothesis before providing any guided analysis. Over time, farmers internalize the diagnostic framework. The goal is independence, not dependency. A farmer who uses Rowan for two seasons should be able to diagnose common problems without it.

You do. Full sovereignty. Your ministry owns 100% of the agricultural data generated on the platform. We offer sovereign cloud and hybrid deployment options — each designed to ensure your data never leaves your national borders without your explicit authorization. You can export or delete all data at any time. No farmer data is ever used to train language models. Anonymized, aggregate data may be used to improve system accuracy.

We share those concerns deeply — it's why Cognosense was founded. Generic conversational tools encourage cognitive off-loading: users stop thinking and start copying answers. Our 6-Stage Think First Protocol™ is specifically engineered to prevent this. Every interaction requires the user to observe, hypothesize, and evaluate before any guidance is provided. The tool strengthens diagnostic skills — it doesn't replace them.

Rowan Guardian is offline-first by design with our NightJar device. The mobile application works fully without internet connectivity. Officers complete field diagnostics, capture photos, and record GPS data offline. Data syncs automatically when connectivity returns. NightJar combines LoRaWAN sensor telemetry with local edge processing, transmitting soil and weather data over distances of 10+ kilometers using minimal infrastructure. The platform works on basic smartphones — no expensive hardware required beyond the NightJar unit.
